CAV Constitution
Name
a. Concierge Association of Vietnam (CAV) is the only concierge association in Vietnam.
Affiliation
a. Concierge Association of Vietnam (CAV) is a Member of UICH, affiliated to Les Clefs d’Or Singapore.
Objective
a. To promote tourism throughout the country.
b. To create a network for members to exchange ideas, provide mutual assistance and foster the development of future concierge.
c. To select and approve new members
d. To meet each other every three months to update all information related to hotel, tourism, partners and members.
1. TYPE OF MEMBERSHIP
1.1 Les Clefs d’Or Members

2. MEMBERSHIP APPLICATION & REQUIREMENTS
2.1 Les Clefs d’Or membership
Anyone who works as a concierge in a hotel with at least three years’ experience and with good moral can apply to become Les Clefs d’Or Member.
2.2 Local Members
Anyone who works as a concierge in a hotel, resort with at least one year experience and with good moral can apply to become CAV local member.
2.3 Associate Members
Successful companies in Vietnam and their trading are related to tourist industry such as: restaurants, Spa, Tour Companies, Souvenir shops… can apply to become Associate Member.
2.4 Honorary Members
The Executive Committee may with the approval of the Society in General Meeting, elect any person who is considered to have rendered some special services to the Society for election as an Honorary Member.
3. RIGHTS OF MEMBERS
3.1 Only Les Clefs d’Or Member is allowed to wear golden key.
3.2 Local Member after one year can be considered to apply to become Les Clefs d’Or Member.
3.3 Associate Members can join CAV meeting and update business products (the content of the information must be sent to EXCOM one week before the meeting takes place).
3.4 Honorary Members are always invited to join CAV activities with highest respect from all CAV members.
3.5 Associate Members can use logo of CAV but must be discussed and approved by CAV EXCOM.
3.6 Les Clefs d’Or Members and CAV members have the right to vote.
4. MEMBERSHIP APPLICATION
4.1 Application form can be down load from CAV website or can apply online with full information required and send to CAV Secretary.
4.2 Application forms will be considered and approved in the next meeting by EXCOM.
4.3 Application form will be accepted or rejected due to EXCOM decision, Secretary will send a letter to inform the applicant.
4.4 Applicants can apply their application again if they were rejected for the first time after one year.
5. MEMBERSHIP REMOVAL
5.1 Members who failed to join meeting four times a year (not applied for Associate Members).
5.2 Members who are non- active and reminded more than three times a year.
5.3 Associate Members whose service or products do not meet standard.
5.4 Members who failed to pay membership fee and reminded more than three times include President‘s last warning letter.
5.5 Members are fined or dismissed from their hotel or company by guilty of conducts.
5.6 Members who resigned his/her current position for more than six months.
5.7 Members whose behavior and conduct are not suitable for the society.
6. MEMBERSHIP FEE
6.1 Membership fee must be paid in the first quarter of the year.
6.2 CAV Treasurer will issue a receipt for membership payment (CAV will not issue VAT invoice).
6.3 Payment can be made by cash or bank transfer.
6.4 Membership fee may be decrease/increase due to EXCOM decision.
6.5 Members who leave his current position or expelled from CAV shall not have the right to claim back for the membership fee.

Les Clefs d’Or Members: 103 USD
CAV local Members: 500.000 VND
Associate Members: 5.000.000 VND
7. EXECUTIVE COMMITTEE

7.2 Duties of the Executive Committee
a) To organize and supervise the daily activities of the Society.
b) To make decisions on matter affecting its running when the general meeting is not sitting.
8. FUNCTION OF EXCOM MEMBER
8.1 Advisor
a) To assist EXCOM with advice, guidance.
b) He can join every meeting & activities of CAV.
8.2 President
a) Chairman of all CAV meetings.
b) He represents for CAV to deal with outside persons.
c) To make urgent decision on behalf the EXCOM.
d) To attend all outside meetings.
8.3 Vice President
a) To assist President of daily duty and replace President if he is absent.
b) Manage CAV website, Facebook fan page.
c) To supervise & remind all members to follow CAV procedures.
8.4 Secretary
a) Responsible for all paper works record.
b) Meeting minutes send to every members after meetings.
c) To enroll new members.
d) To provide membership guidance to all members.
e) To arrange for new members’ interview.
8.5 Assistant Secretary
a) To assist Secretary of daily duty and replace Secretary if he is absent.
8.6 Treasurer
a) To control all CAV Financial.
b) To collect membership fee from all Members.
c) To report CAV financial at Meetings and Annual General Meetings.
8.7 Public Relation Officer
a) To be responsible for all CAV activities record.
b) To arrange for all CAV activities.
8.8 Regional Team Leaders
a) Supervise all members’ activities in his region.
b) To hold meetings & activities for members in his/her region.
c) To report members’ activities of his region to EXCOM.
8.9 Comité des Sage
a) To give advice to EXCOM.
b) To replace some EXCOM positions in urgent case.
9. RIGHTS OF THE EXCOM
9.1) Depending on the CAV fund, EXCOM members may receive some supports for CAV business trips. It must be agreed by more than 90% of CAV EXCOM members.
9.2) Expenditure for partners meetings will be covered by CAV fund and it will not be over 10 million VND per year.
9.3) Expenditure if over 10 million VND must be agreed of over 90% of CAV EXCOM Members.
9.4) Treasurer will record and report the expense of EXCOM at the meetings.
10. MEETINGS
10.1 Annual General Meeting (AGM)
a) Will be hold every January of the year.
10.2 Quarterly Meetings
a) Will be hold every three months.
b) EXCOM can adjust time & date due to urgent issues.
10.3 Venue of the Meetings
a) Hotel Members.
b) Other venues by EXCOM decision.
10.4 Purpose of the meetings
a) To review CAV activities.
b) To update information of CAV members & activities.
c) To approve new members.
d) To give ideas for the development of CAV.
e) Other matters.
10.5 Uniform for the meetings
a) Les Clefs d’Or Members must wear golden keys.
b) Working uniform.
c) Others will be informed by EXCOM depending on the venue of the meetings.
d) Any member who failed to follow above uniform procedures will not be allowed to join the meetings.
10.6 No show
a) Strictly prohibited unless urgent problems and accepted by EXCOM.
10.7 Punctuation
a) All members must be present on time for the meetings.
b) Any member who are late for more than 30 minutes will not be allowed to join the meetings.
11. Election
11.1 Will be hold every two years term.
11.2 All members (except Associate members) have the right to vote.
11.3 Only Les Clefs d’Or Members can apply for EXCOM positions.
11.4 Method of voting
a) List of applicants will be sent to all related members one week in advance.
b) Voting can be by hand raise or secret ballots.
c) Voting committee will inform the result of voting right at the meeting and the hand over will start in one week.
12. Training
12.1 One Chief concierge in Vietnam will be chosen to share his experience for 45 minutes at quarterly meeting (topic must be sent to EXCOM one week before for consideration).
12.2 Invite one Les Clefs d’Or trainer to train CAV Members at Annual General Meeting.
12.3 EXCOM will arrange appropriate Chief concierge to train at Tourism training schools or hotels if invited.
13. Financial
13.1 Funds is used for CAV activities only.
13.2 Treasurer will report CAV funds in detail at the AGM and it must be checked and signed by two selected CAV members.
14. Press Communication
14.1 Any Press interview and the topic is related to CAV or Les Clefs d’Or, members must discuss with EXCOM in advance.
14.2 Failure to follow the above instruction may lead to discipline of one year membership suspended.
15. Website, Facebook & Public pages
15.1 Any post on these pages, members must consider the image of CAV and Les Clefs d’Or.
15.2 The posts must content tourism information or Concierge profession. Politics and religion are strongly prohibited.
15.3 Any violation may lead to discipline of membership suspended.
16. Constitution Amendments
16.1 Amendment of alterations, additions or deletions must be at the CAV meetings and agreed by all CAV members.
